SEVESO

Storage of dangerous goods such as ammonia and ammonium nitrate is covered in the so called Seveso Directive.
 
The original Directive (Council Directive 82/501/EEC of 24 June 1982 on the major accident hazards of certain industrial activities.) was amended in 1996 (Council Directive 96/82/EC of 9 December 1996. on the control of major accident hazards involving dangerous substances).
 
It sets requirements for storage depending on the amount stored, such as the need for safety reports and emergency plans. EFMA was actively involved in the latest amendment of this Directive.
 
In addition EFMA has prepared several Guidance Documents related to the storage of fertilizers.
 
Interpretation of the Seveso Directive as well as the relation between the Seveso Directive and Transport Legislation is difficult. To accommodate this situation, EFMA has prepared a short note in order to help interpretation of SEVESO requirements. It compares, in tabular form, the requirements of SEVESO as revised in 2004, EFMA’s interpretation and the ADR descriptions of various UN numbers relevant to AN and AN fertilizers.
