The introduction explains WHY EFMA has developped a Product Stewardship program for fertilizers. It defines the SCOPE of, and our COMMITMENT to the program which is based on EFMA's CORE VALUES. In addition it explains the STRUCTURE of the program and the requirements for EFMA members. Each chapter is devided in three parts:
The core of the EFMA Product Stewardship Program is Industries involvement the total product life cycle as pictured below. For the fertilizer industry, Product Stewardship is ensuring that fertilizers and their raw materials, additives and intermediate products are processed and manufactured, handled, stored, distributed and used in a safe way with regard to health, occupational and public safety, environment, and security.
Product Lifecycle
Effective commitment from senior management is the success to achieving excellence in accordance with the principles of Product Stewardship. Management is responsible for the implementation of the program in all operations and organization levels of their company. In addition they should strive for continous improvement. This process of can best be envisaged by the management cycle as can be seen in the picture below. It consists of the following steps:
Management cycle
As mentioned above, in the chapter on Managing Product Stewardship, the key element is risk management. The purpose of risk management is to ensure that no chemical or process directly related to manufacturing, transport, use or disposal, presents any unacceptable risks to people or the environment, and that any risks that do exist are reduced to the lowest practical level. The chapter explains the principle of Risk Management, requirements in the Program and some guidance on how to implement.
This chapter addresses the importance of an effective communication. It covers two main aspects:
The building of effective partnership or collaboration between a fertilizer supplier and its customers, suppliers, hauliers, distributors, and others involved in the supply chain is a key aspect of Product Stewardship. The ultimate objective is to extend the recognition of the positive contribution of Product Stewardship to all those involved in the product's life cycle.This also applies to the contacts with the authorities and regulators, and with the scientific community, to ensure that the information being used for the development of regulations and information to the general public are based on science and correct risk assessment. The chapter give information on partnership with some of our main stake holders.
