2) MANAGEMENT OF PRODUCT STEWARDSHIP

INTRODUCTION

 

The concept of Product Stewardship should become fully integrated into the company's culture. This is part of the Fertilizer Industries core values. Product Stewardship affects all operations and organization levels and it requires a commitment for continuous improvement.
Without this effective commitment from senior management, success in achieving excellence in accordance with the principles of Product Stewardship will not occur. Moreover, the program will lack credibility in the eyes of employees, our shareholders, customers and the public.

 



LEGAL REQUIREMENTS

 


EFMA's Product Stewardship program goes beyond what is legally required but brings together a number of legal requirements related to products and chemicals, and to the manufacturing, distribution, storage and use of Fertilizers

EFMA REQUIREMENTS

 


EFMA member companies should have a management system in place covering all elements of the Management Cycle.
EFMA shall use the same cycle to review this whole process of its members monitoring compliance with EFMA's Product Stewardship program.


 


EFMA IMPLEMENTATION

 

GUIDANCE

Product Stewardship is an ongoing process that starts with an effective commitment from senior management (business direction). The first stage is an inventory of all HS&E risks (risk characterization and risk management) related to the properties, the production, distribution storage and use of fertilizers and the development of management systems (planning) for the effective implementation (execution) of Product Stewardship all through the entire lifecycle. This should be based on the standards set by EFMA. Next stage is to set realistic and attainable goals for improvement of performance in relation to Product Stewardship and to measure (monitoring) actual performance against these goals. It should be stressed that the Product Stewardship principles are applied company- and world-wide. Next step in the ongoing process is to ensure that Product Stewardship systems are maintained and regularly reviewed (review) in a manner consistent with these principles. Corrective and preventive actions should be taken if necessary. This process, the Management Cycle, is visualized in the diagram below.

Although Product Stewardship can be implemented starting at any point in the cycle, al other stages should be visited in turn, and the whole process regularly repeated in order to achieve effective Product Stewardship.

2.1) PROVIDE BUSINESS DIRECTION

 

An effective Product Stewardship program requires direction, leadership and commitment and the allocation of adequate resource. Policy and objectives, business structure, the roles of managers and particularly that of the product steward are all included within leadership. Senior management is accountable for their Product Stewardship program. Clear direction will inspire commitment to Product Stewardship within the organization. It is important that senior management measures the performance and evaluates the views of all stakeholders,

2.2.) RISK CHARACTERISATION

 

 

Risk Management involves developing a comprehensive understanding of HS&E risks and taking appropriate steps to prevent or reduce such risks. A management system should be put in place which identifies, documents and evaluates as far as possible the actual and potential risks, mainly through hazard identification and exposure estimation, at each stage of the product life cycle. Proper prioritization of such risks by informed judgment on their severity and consequences is important before taking management decisions on the appropriate actions to protect employees, contractors, users, the general public and the environment.

2.3) PLANNING

 

 

Planning establishes what has to be done based on the risk characterization and prioritization.

2.4) EXECUTING

 

A major part of Product Stewardship action falls within the remit of individual managers and operators. This component identifies and describes those activities which the various company functions should take. Implement the management cycle through all stages of the product life cycle stages
